Elle Maxx is missing and Annie (L), her more practical, resourceful twin sister, has gone searching for her in the Panopticon.

What she has found instead is Empire Station. and a strange woman (LUCY) engaged in an even stranger experiment – trying to harness and channel “The Power”, the mysterious force that surrounds and courses through anyone who enters Empire Station.
